Are you looking for just a beach? Or a resort?
There are a lot of good beaches on both the east and west coasts. I personally would choose one near other landmark/tourist attractions.
Jones Beach in NY is a wonderful beach. You would also be near NYC to see the sites.
Atlantic City and most of NJ has great beaches. AC has cheap hotels off the boardwalk. If you like to gamble, this would be a good choice because your kids can sit at the beach and you can sit at the slots.
If you want a resort, I'd recommend Aruba or Caribbean. They're not as cheap but many are all-inclusive including meals and activities.
CA has a lot of great beaches too. You can also see Hollywood and other sites there depending on which part of the state you are in.
