South Beach is really not much and is horribly expensive. Cancun is crowded and sleezy. Hawaii is still beautiful, clean and exotic and there is so much to do and see aside from the beach. And you're still in the U.S., so no passport is required. If drinking is your primary goal, you'd better head to Cancun. That's the only place that allows drinking for someone your age.
